How can we digitally verify the citizens’ ID and their “alive” status to ease online public services?
Would you like to help boost online public services in Egypt? In collaboration with the German Agency for International Cooperation (GIZ) - Improvement of Public Services Project (IPSP), we are looking for creative solutions that make public services more convenient and safe on a daily basis.

We are looking for AI developers, computer and software system engineers to design and implement a creative software/tool that eases the online ID verification required for public services. If you’d like to partner with us, please read on for more details!
With the global trend of digitizing public services, we face new challenges that need innovative solutions. One of the most vital of these challenges is the authentication of the citizens’ identity which enables them to remotely use public services that require either proof of identity or proof of life to avoid impersonation or fraud such as notary or pension services.
This boost to the digital transformation of public services will not only ease the process for citizens and expedite public services but will also contribute to maintaining social distancing after the COVID-19 pandemic as it will reduce the need to visit public offices. Currently, many services require ID identification or proof of life such as the notary services and the pension service. The latter requires pensioners (mostly elder citizens) to visit a post office once every 3 to 6 months for proof of life to be eligible to receive the pension.
With the help of the German Agency for International Cooperation (GIZ) - Improvement of Public Services Project (IPSP), we’re looking for creative solutions to ease the access to online public services and boost its digital transformation using new technologies to make public services more convenient.
To create an open source online AI-based software/tool that can be integrated into the systems of administrative governmental offices to verify the citizen’s identity and well being to be eligible to use digital public services.
Both the proposed and final solution should clearly demonstrate the following criteria:
Arabic interface
Accurate confirmation of user’s identity
Face recognition to avoid impersonation
Multi-factor biometric authentication to avoid fraud
User friendly
How to participate?
Submit a complete application form before the deadline of August 31st, 11:59 pm. This application should clearly demonstrate how the outlined criteria will be met. Please also include a demonstration of the software/tool architecture such as wireframe or any similar diagramming method.
Shortlisted candidates will be chosen based on the innovativeness of their solutions and will be invited to present their ideas to a jury committee consisting of experts in the field in an online pitch competition.
The winner might be chosen to sign a contract with GIZ to implement their solution in full effect. The innovator(s) will be responsible for designing and creating the software/tool.
The shortlisted candidates will have the opportunity to present their ideas in an online pitch competition attended by GIZ members, Yomken.com’s team and subject matter experts and will gain exposure within the development community.
The winner from the pitch competition will receive:
- A reward of 40,000 EGP provided by the German Agency for International Cooperation (GIZ) - Improvement of Public Services Project (IPSP) through Yomken.com to implement a pilot solution with their collaboration. The reward will be given in installments in accordance with milestones set by the innovator(s) according to their plan of action. Winners will also receive:
- Recognition and support from GIZ-IPSP across their networks.
- The possibility of future collaboration with GIZ.
- Acknowledgment of the winner amongst GIZ partners.
As per Yomken.com’s Terms and conditions and in case the intellectual property rights are not registered, the innovator should not disclose any sensitive unprotected information. Meanwhile, they should include all technical details required to judge the technical validity and feasibility of the solution.
